The Class 50 fuel tank is just a bit too narrow to directly fit a 40mm speaker to its base, this adapter plate is fitted to the base the of the tank and then allows a 40 mm speaker to be fixed in place on a flat surface, allowing the rest of the tank to become the enclosure.
